Forensic Analytical - Management Team

Forensic Analytical's outstanding management team consists of leaders in the industrial hygiene and environmental health fields.

 

David Kahane, MPH, CIH
Chairman, Forensic Analytical Specialties, Inc.

David Kahane oversees consulting group operations and provides litigation support services. Mr. Kahane received a B.A. in Physiology and a M.P.H. from U.C. Berkeley. He is a Certified Industrial Hygienist (CIH).

Mr. Kahane provides technical expertise in litigation support for asbestos, lead and fungal exposure cases. He performs and supports industrial hygiene and indoor air quality investigations for a variety of commercial, industrial, insurance, military and school clients. He has performed and is well versed in various analytical methods including optical microscopy for asbestos, particulate and trace evidence, XRF and AAS/ICP. He has performed statistical evaluation of survey data, and experimental design for indoor asbestos exposure assessment. His previous experience includes analysis of PCBs and pesticides in biological tissue, transformer oils, air, and soil; research on dioxins and furans generated during fires; and pesticide surveys. Mr. Kahane is a guest instructor at UC Berkeley asbestos and lead certification classes, serves on technical committees for AIHA and ASTM, and has served as a board member for the California Chapter of the Environmental Information Association (CCEIA).

Mr. Kahane's recent projects have included industrial hygiene and health & safety oversight of dioxin and furan clean-up activities on Johnston Atoll during base closure, support of multiple asbestos abatement projects for the Hayward Unified School District, support of a large lead abatement project at the Presidio, and microbiological investigations and/or mitigation design for an anchor retail store in Oklahoma mall (histoplamosis and cryptococcus), an apartment complex in San Jose (mold assessment) and remediation oversight of fungal decontamination (penicillium) in an Alameda county medical facility. He is currently providing litigation support for construction defect and earthquake-related contamination cases for asbestos & microbiological issues.

Prior to founding Forensic Analytical, Mr. Kahane spent four years in Washington D.C. as a consultant to industrial hygiene firms and as an industrial toxicologist for American Medical Laboratories. Mr. Kahane has a Bachelor of Arts in Physiology and a Master of Public Health in Biomedical and Environmental Sciences from the University of California at Berkeley.

Gustavo Delgado, Ph.D.
CEO, Forensic Analytical Laboratories, Inc.

Dr. Gustavo Delgado is responsible for the overall management and technical direction of Forensic Analytical Laboratories, Inc. He brings with him a breadth and depth of knowledge and experience, and is well known and highly regarded in industry circles. He spent the past sixteen years as Director of Operations for Hygeia Laboratories, Inc. of Sierra Madre, California. Aside from operational and technical management experience, Dr. Delgado has also provided analytical consultation and litigation support for material characterization and cases involving asbestos exposure liability.

His additional experience comes from being the Director of Operations at BSE Labs, Inc. where he was responsible for the work product, quality control/quality assurance, and the design of sampling and analytical protocols for indoor and ambient air quality studies in occupational and non-occupational environments. Dr. Delgado has also spent part of his career at the California State Department of Health Services, Air and Industrial Hygiene Laboratory (AIHL) in Berkeley as a Principal Investigator and Supervisor of AIHL's Microscopy Unit. He acted as a consultant to public environmental protection institutions and private environmental firms in the design of proper methods for sampling of bulk materials and airborne particulate, and in the interpretation of results of analyses.

Celia Hartnett, B.S., M.P.A.
CEO, Forensic Analytical Sciences, Inc.

Celia Hartnett is a dedicated professional with both technical and management skills, and an impeccable reputation for integrity. She has over 30 years experience in forensic science with local, county and state law enforcement agencies, and as an independent consultant. She is court qualified in virtually all areas of forensic science, including crime scene reconstruction, firearms and toolmarks, serology, trace evidence, blood alcohol analysis and interpretation, narcotics, and gunshot residue analysis. Ms. Hartnett is responsible for both the Criminalistics and Administrative units, with a total of ten staff members.

Fred Vinciguerra
CEO, Forensic Analytical Consulting Services, Inc.

Fred Vinciguerra is responsible for the overall management of Forensic Analytical Consulting Services Inc. He has been with the firm for over 15 years and has extensive experience managing staff and client relationships. In addition to overseeing the daily operations of the company, he is responsible for all aspects of branch operations and to ensure that all deliverables are technically accurate.

Highly respected in the industry, Mr. Vinciguerra has worked his way up from an analytical microscopist to the Hayward Branch Director, Corporate Operations Director and now to the position of CEO. This experience has proven valuable when assisting clients with issues involving public health.
